I have both two Seagate ST225N's and an ST251N. Essentially 20 and 40mb drives but with a SCSI board on them. One I'm curious if it can be revived and the other went from working to heavy reseeking with the eventual successful read or write. Would Seagate's format utility work with their SCSI drives?

Well, there is a "format unit" SCSI command (04); I don't know how/if it's implemented on the ST2xxN drives, but it's there. You should be able to feed it to the drive using an ASPI-capable controller and a bit of simple code.
