Now that I am unpacking all my vintage cr^h^hstuff, I found a Jameco JE1079 8-bit floppy controller that I want to use in a 5160 I have. The JE1079 has an onboard BIOS; it's a nice little card.

DIP switches on the XT are set for one floppy, and so are the jumpers on the FDC. When it boots, the FDC BIOS spits out that it sees a 1.44MB floppy drive and probes it. The system beeps once, then starts to read the floppy (DOS 6.22 setup disk).... and then jumps into ROM Basic.

I've tried a couple of different drives and cables and several different boot disks and it's always the same. Ideas?
