Never seen one before, but the components tell the story. Plain old IDE interface; floppy controller using the WD37C65 FDC, supports both high- and low-density drives, including 1.2M. Basically a reference design.

What were you wanting to know?

Yes, it should certainly be possible (actually, it's possible to disable just about any peripheral, given an Xacto knife and a soldering iron). But to tell you exactly how, in lieu of a datasheet for the thing, I'll need some detailed photos of the front and back sides--or I'll need to guess.

Right now, my guess is that JP2, being close to the PAL20L10, might control address decoding for the IDE side--it might disable or at least move the address range of that.
