i have a Matrox m3D card, which use the NEC PCX2 chip. And while i do have specially PowerVR PCX2-accelerated games like Virtual ON for PowerVR, it does have some slowdowns sometimes, on my Pentium 200MMX, which use 128mb SDRAM, 512kb on-board Pipeline Burst cache, 4mb ATI RageIIc and Voodoo2 8mb card, and a SB AWE64 sound card. The power supply is good a good reliable one with 450W, ATX (main board support AT and ATX).

Would i be better putting this Matrox m3D card in my Pentium 4 2.8Ghz S478? or it's just normal to get some lag on PCX2 cards?

That card is not every fast, a Pentium 233 will probably max it out.

I tried it in my Pentium 4 (Socket 478 ), and there's a BIG difference in framerate in "Virtual On for PowerVR"! It'll probably have much better framerate in any other games compatible with it too.
