I am looking for a relatively cheap (<$65) ROM/EPROM/EEPROM programmer. Most importantly, it needs
to be able to program 27C512 and preferably also program and erase W27C512.

I don't know much about PROM programmers. Does anyone have any ideas?

The cheapest programmers you can buy are the Willem programmers (http://www.ebay.ca/itm/SIVAVA-Willem-EPROM-Programmer-PCB50B-Universal-Programmer-Extractor-3-Adapter-/251934829226?pt=LH_DefaultDomain_0&hash=item3aa87c6aaa) but if you are looking for a USB solution there's a few modernized chinese variants (http://www.ebay.ca/itm/MiniPro-USB-TL866CS-Universal-Programmer-Support-13000-ICs-EPROM-BIOS-SPI-Flash-/252004395612?pt=LH_DefaultDomain_0&hash=item3aaca1ea5c) that cost a few bucks more.

Here is how to add a ICSP port to a TLC866CS: http://blackstufflabs.com/2013/11/18/conversione-programmatore-tl866cs-a-tl866a/?lang=en
and open source software (for those of us not using Windows) for TLC866 series: https://github.com/vdudouyt/minipro

I actually just found the TL866CS right after posting this. It looks solid and supports just about any chip that can be programmed.
I think that's what I'll buy. Thanks!
