Voltage Regulator Module (VRM) sockets.

As mentioned above it is the VRM. IT is only present because on a lot of motherboards a second CPU was optional and the regulation circuit was omitted from the design and repalced with a fairly standard connector you could plug a VRM into should you want to add the second CPU.
