I got home from college last night, so I was finally able to test the machine myself. It booted up fine, and the keyboard cable I bought was working...
Huh I didn't realize that. For some reason I'd thought that it was parallel.

I'm not a PET expert, but I have some experience with the 6502-based Apple II's. I'd say it's bad RAM. There's probably a bit stuck somewhere in one of the RAM chips and it's causing garbage "!"...
