My 4P currently has the white CRT. Is it possible to simply swap out the white one for a green CRT, or does the green CRT require a different sweep PCB? Are the CRTs still available?

Does your machine have the optional 8086 coprocessor board installed?
Look for a shorted tantalum cap on the 12V rail. I had the same problem on a 8" Mitsubishi drive on the 24V rail.
