I am talking about a legitimate Commodore 128 power supply.
Inside, the 128C plug was removed, from inside the casing.
It was changed over to having a C64 power plug, by a legitimate Commodore...

Yeah, just run the interpreter, load the program, then save again, with the ,A flag, so it's not tokenized gibberish, but real english BASIC statements.

GOLDWAVE has a built in feature to try to guess at a type of audio format, when it encounters something weird.
Also, try renaming to a known type, like VOC, or WAV, and see what happens.
