Yes will have to pull the guts of the monitor out to fix it, and the brightness and contrast control are not done in the crt they are done at the "digital board" from the documentation they just up the video signal -/+ that goes to the monitor.

Not sure if this means that maybe my video signal is to low ?, the levels from the cga card must be less than a 1v

    Very nice!

That is a strange looking PCB. Are there traces on the underside of it? Did they just drop the IC's in and wave solder it leaving all the squares of filled in solder on the top?

What did you end up doing to get it working?

    I assume you're driving it as a CGA/MDA display?

I hooked it up to a small very small mini pc that i found in a flea market it boots from a compact flash, and have 2 gigs of ram.
Then i got a board that is sold on ebay goes in the keyboard to make it usb compatible, using this i can run this is as a dumb serial terminal or like a full computer.

I could have prefered using an older motherboard its a shame the usb keyboard converter don't work in ps/2 mode.

I guess you mean the board attached to the back half of the case. I've very limited electronical knowledge, but I can show you some hires pictures of it:

Do you think there is a way to explain/show to a non-electrician like me how you connected the mini-pc to the 5251 monitor?
