    Why would you do this? It's fairly obviously intentional...

    That would be taking the output of NAND4 and putting it as the second input for NAND3. If you disconnect this, I would assume whatever this circuit does will now not work properly.

    I believe the solder bridge was just over the top of the trace. The trace should still be making the necessary connection. I would have just left it myself, but inspection should confirm that pins 10 and 11 are still connected by the trace.
