    This would be trivial to implement with either an Arduino mini or a Blue Pill. Tack on a DS3131 board and you'd have all the functions plus any more that you might want. All the setups in the clock chips flash or in the internal flash of the uC. Only the clock would depend on the battery. Do note, most of these boards come with the charging circuit connected but most do not come with a rechargeable cell. If you leave the charge resistor on it is will damage the battery. Also, even for the rechargeable cells, if you run the board from 5v the current will be too high. It needs a larger resistor.
