Well you could use various methods to write the .D64 of any of the available assemblers back to a floppy. You could use a ZoomFloppy device connected to a 1541/1571 or an EZFlash3 connected via a PC.
Where are you located? Country, state, etc.? If someone is near by maybe they could get you a disk with the software on it.
Bombjack.org/commodore/ has manuals and disk images, usually, for Commodore products. Other than eBay I don't know of anywhere to buy the Commodore Assembler. And yes they usually get sniped at the last few seconds of the auction, especially the Commodore Macro Assembler package.

All, Success!!!
Thank you for the many leads and guidance. I found the "Commodore 64 Macro Assembler Development System Book & Disk" at oldsoftware.com in Utah. It arrived yesterday.
Off to the races!
ps...for those who asked, I am located in the suburbs of Hartford, CT.
