The two connected PCBs are, I believe, a standard PCJR disk drive controller and an add on that enables it to controller a second drive. It is a different way to do the same thing the Quadram unit does. The tall sidecar of the Quadram unit serves the same purpose. There should be a slot in the bottom of the PC Enterprises for the stacked cards to fit through. It is clearly missing its power supply. You should be able to use a regular PC power supply or build a simple supply to power the floppy drive. The PCJR supply doesn't have enough wattage to handle two drives. I have the controller card to one of these, but nothing else. Someday I need to see if it works.
