The trick is VirtualBox - it is a machine emulator that lets you run a simulated x86 machine within your current operating system. The author of the page (Ulrich Hansen) provides a full virtual machine to download which includes all of the programs configured and pre-installed. VirtualBox is very similar in operation to VMWare player.
If you don't want to setup an old machine but still want to play with DOS or other obsolete PC operating systems, then this is a good way to get started.
