I downloaded this:

http://www.cpm.z80.de/binary.html

CP/M 2.2 OEM redistribution disk : image of the original 8" CP/M 2.2 OEM version in ImageDisk format.

I used imdu to convert it to a binary file, then used cpmtools to ls is, and it shows:

bios.asm
boot.asm
boot0.hex
boot1.hex
cpmgen.sub
cpmove.asm
cpmove.hex
cpsys0.hex
cpsys1.hex
cpxfer.asm
cpxfer.com
genhex.com
genmod.com
serial.asm
serial.bak
serial.com
serial.hex
sysgen.asm
unskew.asm
unskew.com

Not what I expected. where is pip, stat, etc?

The OEM distribution was two disks--the disk you're seeing is the "customizable" part. Remember that OEMs were issued a license to provide a certain number of copies and were expected to insert a serial number in every vendor CP/M disk. The other diisk had the standard system utilities. The vendor often added utilities specific to their machine, such as a FORMAT utility.
