Apple II card - Serial card of some type?

Can anyone identify this card please?

Looks like some kind of serial card but I cannot find any details on it.

It is also stuck hard in the slot - we can make it budge a little but are concerned that we are close to breaking the motherboard trying to remove it so I've left it in place. It's in an Apple II Europlus btw.

Based on the markings it definitely looks like a serial card. It looks to me to be some kind of DIY kit that somebody put together, all hand-soldered and all. Neat! Does it work in the machine it's in?
 
Fixed settings, seems true seeing how there are no parts to adjust anything. Maybe a dedicated line to a certain machine? Could it have been adjustable through software?

Errr, no - that's not at all the case. The 6551 is programmable. While it's true that the Apple Super Serial card had DIP switches to make initial settings from the outside, all of those switches can be overridden by software.
