Toshiba T3200 Troubleshooting Power Problem

Following Raven's lead,I aquired a T3200 luggable PC\laptop.It was in unknown condition until I got it home and plugged it in.Nothing...I suppose there might be a fuse or somesuch in the Power Supply.Or perhaps the PS is dead for another reason.
I have not opened it up yet and was wondering if anyone had some experience with this model?Maybe I'm overlooking something?
The most obvious is the 115\220 switch,I did check that 115 was selected.

If it has a battery, remove it. Sometime with old laptops if the main battery is completely flat (or faulty) it can stop the machine from firing at all. This is the case with one of mine.
