Tandy AC Adapter repair question

I got a Tandy 600 along with its original AC adapter. Like all new (old) acquisitions, I tested the output of the adapter prior to using it and it had an output over 10V, which is quite a bit higher than the 8V, 1.5A it is supposed to put out. When I opened it up, it was fairly simple (alternator -> bridge rectifier -> cap) and suspecting the rectifier, I checked the pinouts with my multimeter and got this...

(-)(+)Result
AC- .453
-ACOF
AC+.470
+ACOF
ACAC.002
ACAC.002
So, I am thinking this one is bad and the markings on it are:
GI
KBF-02
8428

From the General Instruments data book, it lists some details:
Max RMS 140V
Peak reverse voltage - 200V
Max current 2.5A

Attempting to find one, I located this possible replacement on Mouser, 627-D4SBL20U-7000, can anyone weigh in on whether or not this is the part that I need? I have ordered caps and IC's before, but have not messed with these.

Containing only "alternator -> bridge rectifier -> cap", it is not a regulated power supply.
Refer to the diagram at [here].
Measuring an unregulated power supply unloaded, a higher voltage is expected.

I was unaware of that, thanks for the reply, and also for the excellent explanation.
