The only two I know of that do for sure are the AST RampagePlus 286 and the Above Board ISA. (specifically those variants, no mention of 0ws support in the docs of previous versions of the Above Boards or Rampages)

Are there any others?

can add another one to the list: STB Systems Power MEG (although finding any information on it is like pulling teeth)

The non plus version of the rampage 286 says on the title page that it’s for the IBM AT and XT 286, so I’d assume that means that it supports it. Or can you run the ram on the system board and the addin cards differently?

you can indeed, the 5162 defaults to 1 wait state on all 16-bit bus memory operations, just like an AT

Does anyone know if the IBM Enhanced Memory Expansion Adapter which was sold for the 5162 supports 0ws?
