Just like it says in the title. This is surplus material from Washington University in St. Louis, Missouri, and is used. Sold as is, but they should be in good shape except for the odd burn on the breadboards (this was for a student lab, after all)
 
Well, this website lists the 3400 at $50-100. I'd be more than happy with seventy five or so. The 3400s have manuals and a nice carrying case, the 3700s may or may not have either, but I haven't found them.
