Is there anyway to copy and reprogram a PAL chip? it is a 16L8a-4CN Seems not likely but need to ask anyway.

Copying a PAL chip

Sure. An L is easy since it's combinatorial only - no register states (ie. no flip-flops). You could use a microcontroller or gpio block to cycle through all combinations of inputs and record all combinations of outputs. Then reprogram that into a new 16V8.
