Turbo Pascal 6 or 7 error - fatal error disk or EMS I/O failure

Both TP6 and TP7 fail if I have EMS memory available with the above error message.

If I disable EMS in the startup settings it fixes it, or if I add the emm386 noems option, but then there is no ems memory.

Has anyone seen this before? google search doesn't turn up much interesting.
 
I am surprised no one has heard of this error.

It fails in the VM with DOS 6.22/himem/emm386.

It also fails in the same way on my Compaq Deskpro 486 using dos 6.22 himem/emm386.

It WORKS FINE however on Tandy 1000, dos 6.22, ltemm with a lo-tech 2mb ems board.

Could it be an emm386.exe incompatibility? I tried some of the emm386 options to see if it would work, but it did not. I tried a thing called emsmagic and it also failed in the same way.
 
Okay, getting somewhere now. If I disable the mouse driver (cutemouse v1.9), it works! Load the mouse driver and it fails.
 
1.9 and 2.0 have the issue, but cute mouse 2.1b4 doesn't have the issue.
