Hello all,I own this lovely '86 IBM PS/2 Model 30, And when i go to turn it on, Nothing but a small flicker once on the Floppy Driver's LED, Nothing else will happen but that little lite coming on then going off, I'm presuming a bad power supply? What should i do to repair my machine?

You could start by reconnecting/reseating anything that you can. Pull the card out if there is one, put it back in the same slot, etc. That's just a simple corrosion check however I your real first step would be measuring the voltages on the power supply with a voltmeter and making sure it's putting out all the required voltages (I believe it's the normal +12, -12, +5, -5).

It did not come with a card,I believe it boots DOS Because it has a red switch,Indicating it is a original 1986 model,And the 86 modle booted DOS.
Any other sugestions?

No. No, no no no no. IBM used the Big Red Switch on a lot of things, not just DOS computers. The year also means nothing. By the sounds of it if you can't unplug or disconnect anything short of the motherboard you have power supply issues.
