Apple IIe HAL chip

I don't have the answer to your question.
But you can find all the insights of the Apple //e HAL in the Understanding the Apple IIe book at page 3-20.
It shows the logic equations so you can probably adapt them to a GAL IC.

Can the IIe HAL chip be copied and put on a GAL chip?

From the referenced book, it looks like the HAL16L8 equations should be able to be fit into a GAL16V8 or PAL16V8 which are still available, and be a fit and form functional replacement.

However the book notes that the equations are for the REV B Apple IIe. The equations would not work in a REV A system, but the differences are noted.

To keep the timing close to the original part, a -15 part should be used for a max delay of 15 nS. Don't get one that is too slow or more likely too fast.
