Is the 5162 XT-286 subject to the same problems with Caps as the 5160s and 5150s?

Should I follow the same starting steps to troubleshoot?

Yes, however from what I have read, the difference is that the failing tantalum capacitor (if there is one) is usually on a card rather than the motherboard.
The short circuit tantalum will overload the power supply resulting in no DC voltage out, and no POWER GOOD signal out.

Note that those same symptoms can also result from an underload. The 5162's power supply needs to be adequately loaded, both on the +5V line and +12V line. The 5162 motherboard alone does not provide enough +12V load for the power supply - the hard drive does that.

Minimum configuration, which is trickier in the 5162 because the +12V line of the power supply also needs to be adequately loaded.
So try, motherboard, video card, power supply, hard drive.

I'd remove the PSU and test on the bench, Load it up with good known working loads and check all output voltages including the power good, some PSU's used in the XT 286 had a mod done where a cap was fitted between the PG and Gnd but it depends on what PSU you have in yours.
