SWTPC prompt

I have an SWTPC with a MP-A (MIKBUG rom) and an MP-C interface. When it turns on an asterick is supposed to appear on the terminal but instead it gives me a tilda and nothing else. When I turn the SWTPC off I get a line of nonsense. This happens when I use WINXP Hyperterminal and when I use an old CRS9000 Televideo terminal. I've tried about 5 different
serial cables. I have set the baud rate of the terminal to 300 which matches the MP-C. My other settings are no parity, 8 bits and 1 stop bit, although I have interchanged all the settings. All the voltages check out on the motherboard and the cards. I haven't done the routine checks with an oscilloscope because I don't have one but I'll get one if I have no choice. Any suggestions will be greatly appreciated. Thanks very much. Mike
 
The tilde ~ is an artifact of the terminal, not the SWTPC. If you unplug the terminal cable from the computer and check the voltages coming from the pins/connector, which pins have voltage?

Bill 1 and 7 are ground, I get +6.2 on pin 2 and -12 on pin 3 Thanks for your help. Mike
